As someone was born, raised and did his Scouting in Londonderry, Ohio (pop. 408), he understands the untapped potential of our rural communities.

In his career, Bill has restarted Scouting in counties in the most rural areas of Florida, Ohio and North Carolina. These counties include Graham County (pop. 8000) in the remote North Carolina mountains to the coastal county of Camden (pop. 11,137).

Throughout his career, Bill has found creative solutions to bring Scouting to remote areas, like homeschool co-op Packs, and in-school Scoutreach units.
Scout BSA Summer Camp Attendance:

Bill was recently the Business Manager for Pipsico Scout Reservation that grew from serving 740 youth to 1002, where innovative new programs and approaches for first year campers and older campers contributed to this 36% growth.

As business manager, Bill provided “mission control” for several older Scout programs including Scuba Camp, Sail Hampton Roads and the Pipsico Experience. These cost-effective and staff efficient events brought entire Troops to Pipsico, with the variety of activities for the older Scouts.
Year-Round Camp Utilization:

As Field Director at the Southwest Florida Council, Bill’s team was expected to produce enough revenue producing programs at both of their camps to make them sustainable, without holding a SBSA summer camp. He led efforts that included large scale fall Cub Scout events, council wide camporees and a variety of other events.

As Senior District Executive with the Daniel Boone Council, Bill forged a partnership with Cataloochee Ski Area to promote a “Scout Package” to troops region wide, which included their stay at Camp Daniel Boone, which brought out of council Scouts year-round and promoted our camp to out of council units.

Staff advisor to several non-summer-camp events, like “Cub Family Weekend”, Guns and Grillin”, Winter Camp, a November NYLT, Zomboree, High Adventure Trekking Training, and Powderhorn.

Increasing Community Partnerships to Utilize Camp Property:

In Albemarle, NC, he brought public housing-based youth to camp for field days.

As a Senior District Executive in Asheville, NC, he worked with Haywood County Schools to hold end of year fifth grade camps, where every student stayed one night and engaged in Scout skills.

In Fort Myers, FL, Bill started an in-school scouting program in a community without public swimming areas. At the end of the year, he held field days where all 4th graders in the county got the opportunity to swim at the camp swimming pool.

Bill facilitated Community in Schools of Hampton Roads to use Pipsico Scout Reservation as a retreat location where they use the climbing tower, and other parts of camp to build their teams and develop relationships with the Tidewater Council.

Diversity - Need to Actively Engage Underserved Pockets Within Council Area:

With the Tidewater Council, the non-white percent of Scouts has grown from 21% to 27%, with a 94 youth growth in African American youth.

Bill is bringing Scouting to meet the needs of underserved areas, by starting after-school and in-classroom Scouting programs to underserved areas in both urban and rural areas. He built a Scoutreach division from scratch that now has 14 units and over 240 Scouts.
Expansion and Inclusion of Girls in Scouting:

Under Bill’s leadership in the Tidewater Council, they raised the percentage of girls in the program from 8% to 18.6%, or 776 girls.

My daughter was the first girl Cub Scout in the Southwest Florida Council and is now a Star Scout in a Troop over 35 girls strong. This has given me an insightful perspective.

Bill’s key volunteers in Virginia Beach hold an annual “Examples of Success” dinner, which raises the profile of female Eagle Scouts and other high female achieving Scouts, It is also a successful fundraiser for Scouting by area businesswomen.
Increased and Focused Communication Modernization:

In both Fort Myers, Florida and Virginia Beach, Virginia, Bill collaborated with the marketing committee to use geofencing, geotagging, social media and search engine optimization tactics to effectively market Scouting to families

Bill is quick in learning the online platforms used by Scouting councils and keeps up with the newest shifts in communication.
